MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 16, 2008 <br />Pursuant to due call and notice thereof a joint workshop meeting of the <br />City Council of Little Canada, Minnesota was convened on the 16th day <br />of April, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 7:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. John Keis <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />Mr. Michael McGraw <br />City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />RICE STREET/ The purpose of tonight's workshop meeting is to review the development <br />VIKING DRIVE proposal received from Abdo Markethouse, LLC for the City's Rice <br />DEVELOPMENT Street/Viking Drive properties. <br />PROPOSAL <br />Paul Abdo, Abdo Markethouse, appeared before the Council and reviewed <br />the history of Abdo Markethouse and the interest that they have in doing a <br />development in Little Canada. Abdo stated that in their development <br />proposal to the City, They have tried to be sensitive to the City's interests, <br />while recognizing the reality of the market place at this time. Abdo listed <br />several of the groups that they have had development discussions with, <br />noting that most are interested by may not be ready to move forward for a <br />six months to two years. He noted that the Oil Can Henry group, <br />however, definitely wants to develop at the Rice/Viking Drive site as soon <br />as practical. Other potential users include quick food establishments, <br />medical/dental offices, general office, and salon/spas. Abdo indicated that <br />Oil Can Henry wants to locate on the front piece of property, and noted <br />that he envisioned a medical, office, or salon user on the back piece. <br />Allan pointed out that the front piece of property has Rice Street exposure, <br />and indicated that she would prefer to see Oil Can Henry on the back <br />piece. <br />Abdo indicated that although there is good visibility to the back parcel, Oil <br />Can Henry wants the Rice Street sign exposure and daily traffic counts <br />from Rice. It is Oil Can Henry's position that people will see McDonalds, <br />
