MINUTES <br />CITY COUNCIL <br />APRIL 16, 2008 <br />therefore, they will see them. Abdo stated that he can discuss changing <br />location with Oil Can Henry, but he did not think they would be agreeable. <br />Abdo felt a deli, butcher shop, sandwich shop, salon, or office use would <br />work on the back property. <br />Blesener felt that the Oil Can Hemy building was a nice looking building, <br />but stated that he was not interested in an auto-oriented business on either <br />pieces of property. Blesener stated that he was willing to wait to get the <br />type of business the City wants. Keis agreed and felt that to wait six <br />months to a year would not be a big deal. Allan agreed, and pointed out <br />that the City wants to do this right. She stated that she liked the Oil Can <br />Henry building, but preferred it be on the back piece of property. Blesener <br />and Keis indicated that they would prefer not to have an auto-oriented <br />business. Montour stated that he, too, liked the building, and may <br />consider Oil Can Henry if the development were on the back piece. <br />Blesener was concerned about the building if the Oil Can Henry business <br />was not successful. Abdo explained that the building could be converted <br />to another use or it could be taken down. He noted that the building would <br />be stick-built, therefore, easily taken down. Abdo reported that Oil Can <br />Henry has only closed one store in its 25-year history. <br />Blesener expressed concern about meeting parking requirements on the <br />front piece of property with the two structures proposed by Abdo. Abdo <br />indicated he reviewed the City's parking regulations and estimated that <br />combining Oil Can Henry with a quick service food establishment would <br />result in the site being one parking space short. Abdo suggested that if <br />there was a single use on the front parcel, parking should not be an issue. <br />The City Administrator asked about the environmental issues. Abdo <br />stated that while he has a little hesitation due to the environmental issues, <br />he has had experience in this area and thinks the issue is manageable. <br />Abdo noted the stringency with which the MPCA reviews these issues, <br />and thought that complete avoidance of the polluted area would not <br />happen. The Administrator noted that there could be both State and <br />County funds available to help in the clean up. Abdo also noted that his <br />civil engineering group has had a lot of experience with environmental <br />remediation and is very familiar with the area. The Administrator <br />acknowledged that this group appears to be very diligent in the <br />information gathering that they are doing relative to the site. <br />The Administrator asked about price. Abdo indicated that the timeframe <br />will drive the price and estimated a range of from $12 to $17 per square <br />foot. However, without a specific development plan at this point, cost <br />would be an on-going conversation. <br />2 <br />
