MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 13, 2013 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 13th day of <br />February, 2013 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />ABSENf: Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />MN Multi - Housing Ms. Lisa Peilen <br />City Clerk Ms. Kathy Glanzer <br />RENTAL The City Administrator reported that the first item of discussion <br />HOUSING at tonight's workshop meeting is the City's Rental Housing Licensing <br />LICENSING Program. The Administrator noted that when this program was <br />implemented the goal was to use the program as a crime prevention tool <br />and reduce calls for service at the City's larger rental complexes. With <br />changes in State law, the program hasn't made a major difference in this <br />area. However, it has done a good job making sure complexes are safe for <br />residents, especially in the single- family conversion units. <br />The Administrator submitted a listing of the 2012 property inspections, <br />noting that 34 properties were inspected. He reported that property <br />inspections are an expensive component of the program and are of <br />questionable value for the larger complexes. The Administrator felt the <br />City could the extend length of time an inspection is good for on renewal <br />applications from four years to eight years. The Administrator indicated <br />that this would save the large complexes substantial dollars in inspection <br />fees. Ile indicated that the Council should determine the appropriate time <br />frame should the Council agree a modification is warranted. Another <br />change that the Administrator suggested is reducing the license fee for <br />renewal licenses from $100 per building and $12 per unit every year to <br />
