MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2013 <br />$50 per building and $6 per unit every other year. The Administrator <br />noted that under the current program the City offered an incentive two <br />years ago whereby complexes that completed all of their inspections were <br />granted a two -year license thereby saving one year of license fees. The <br />Administrator noted that these changes are being recommended for <br />renewals and new properties would pay the standard fees. <br />The Council discussed in detail the timing of inspections, and it was noted <br />that larger complexes likely have other inspection requirements, i.e. <br />Section 8 inspections, inspections required by mortgage companies, etc. <br />Keis suggested that the City require copies of these inspection reports. <br />Blesener indicated that if these other inspections are not as in -depth as the <br />City would like, then the City's inspections requirements would come into <br />play. McGraw asked about situations where rental property is sold. The <br />Administrator indicated that it is likely that a mortgage company would <br />require an inspection as part of loan qualification. Peilen agreed that there <br />are lender- required inspections as well as required improvements as part <br />of loan qualification. She also noted that as a general rule, larger <br />complexes have maintenance schedules and capital improvement plans. <br />Blesener pointed out that most problems with rental properties are likely <br />in duplexes and single- family units. The Administrator pointed out that <br />the City's Rental Housing Licensing Program requires that hazardous <br />conditions be corrected before a rental license is issued. The <br />Administrator indicated that once a rental property is inspected and <br />hazardous conditions corrected, not many conditions will change. <br />Therefore, he felt it feasible to require inspections on an every 8 year <br />schedule rather than 4 years for relicensing. Again the initial application <br />for a rental license will require an inspection before the license is issued. <br />The Administrator reported that the Program can also be modified to <br />require a reinspection if a property is sold, although the City may not <br />always know when a sale has occurred. McGraw stated that he would like <br />to see reinspections of properties when they are sold, and did not want to <br />depend on the inspections required by other entities. The Council <br />discussed how the City would know when a property is sold, with Keis <br />pointing out that some properties may be sold under contract- for -deed or <br />as a cash transaction. The Council discussed this issue in depth, and the <br />consensus was that the sale of a property should trigger a reinspection. <br />Peilen reported that should would contact the ownership of some of the <br />larger complexes and determine the type of inspections they are subject to <br />and the frequency of these inspections. She will provide this information <br />to the City. <br />2 <br />
