MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2013 <br />SIGN <br />MAINTENANCE <br />& PAVEMENT <br />MARKING <br />POLICY <br />STREET <br />SWEEPING <br />POLICY <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -2 -23 — ACCEPTING THE QUOTE FROM <br />MCKINZIE METRO APPRAISAL TO CONDUCT APPRAISALS FOR <br />THE LITTLE CANADA ROAD PROJECT, AS NEEDED, AND <br />UTILIZING THE APPROACH RECOMMENDED BY THE CITY <br />ADMINISTRATOR <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed the Public Works Superintendent's <br />report dated February 6, 2013 recommending adoption of a Sign <br />Maintenance & Pavement Marking Policy based on the Minnesota Manual <br />on Uniform Traffic Control Devices (MNMUTCD). The Administrator <br />noted that MNMUI'CD provides a couple of options for ensuring that <br />signs are meeting retroreflectivity standards. One is to use a <br />retroreflectometer to measure individual signs and replace them when they <br />fall below standard. The other is to use an expected sign life management <br />method. The draft policy submitted utilizes the expected sign life <br />management method. The materials utilized for the City's signs have a 10 <br />to 12 year life. Therefore, signs will be replaced on a staggered basis <br />utilizing this the expected sign life management method. This work can <br />be done within current budgeted amounts for signage. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -2 -24 — ADOPTING THE SIGN <br />MAINTENANCE AND PAVEMENT MARKING POLICY AS <br />RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed the Public Works Superintendent's <br />report dated February 6, 2013 recommending adoption of a Street <br />Sweeping Policy. The Administrator noted that the purpose of the policy <br />proposed is to document when sweeping is performed and why. <br />5 <br />
