MINUTES CITY COUNCIL FEBRUARY 13, 2013 The Administrator also indicated that the League of MN Cities Insurance Trust (LMCIT) recommends adoption of policies of this nature from a loss control standpoint. The Administrator pointed out that the City shares its sweeper with the City of Falcon Heights, and there are agreements in place for how the sweeper is shared. For example, Falcon Ileights is allowed to sweep first during odd years and Little Canada during even years. Blesener suggested that in addition to the Sign Maintenance Policy and the Street Sweeper Policy, the City also put together a Seal Coating Policy. Keis suggested that Item 2. F. be modified to qualify that it is the bituminous contractor that is responsible for bituminous milling recovery sweeping. Boss introduced the following resolution and moved its adoption: RESOLUTION NO. 2013 -2 -25 — ADOPTING THE STREET SWEEPING POLICY AS RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT WITH THE AMENDMENT CLARIFYING THAT BITUMINOUS MILLING RECOVERY SWEEPING IS THE RESPONSIBILITY OF THE CONTRACTOR The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted. ESTABLISH The City Administrator reported that the Veteran's Memorial VETERAN'S Committee has begun meeting and planning for the creation of a MEMORIAL Veteran's Memorial in Little Canada. The Administrator reported FUND that a few donations have been received for the Memorial, and he recommended that the City establish a Veteran's Memorial Fund and that the City manage these donation. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2013 -2 -26 — ESTABLISHING A VETERAN'S MEMORIAL FUND AS RECOMMENDED BY THE CITY ADMINISTRATOR The foregoing resolution was duly seconded by Montour.
