MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 14, 2013 <br />The Planner stated that the Pinetree Pond plat as proposed meets or <br />exceeds City Code requirements as well as provides for future <br />development access for the properties to the east. The larger lots proposed <br />facilitate site grading and building pad locations. He noted, however, that <br />the site will require a great deal of grading which impacts the ability to <br />save trees. The developer is proposing to save as many trees as possible, <br />especially around the perimeter of the property. A landscape plan has <br />been submitted that provides for tree replacement, and that plan exceeds <br />the City's standards. <br />The Planner noted that the center of the circle on the cul -de -sac is <br />proposed as an infiltration pond. That area will be landscaped and the <br />plantings used will be suitable for this type of usage. <br />Landscaping and a subdivision monument are proposed at the intersection <br />of the new street and LaBore Road. The Planner noted his <br />recommendation that a homeowners' association be established to control <br />ownership and maintenance of the monument and all common areas <br />within the plat. The Planner pointed out that there will he an extensive <br />development agreement between the developer and the City that will <br />address this issue as well as many others. <br />The Planner indicated that staff recommends approval of the Preliminary <br />Plat of Pinetree Pond subject to compliance with the recommendations <br />outlined in his report and that of the City Engineer. <br />Gordie Howe, Masterpiece Homes, reported that he has assembled 2945, <br />2959, and 2966 LaBore Road to put together the proposed Pinetree Pond <br />plat. Howe noted that the plat meets City Code requirements, and he is <br />requesting no variances. Howe pointed out that in developing the plat, the <br />City indicated its preference that the road serving Pinetree Pond align with <br />Cherry Hill Lane. <br />Howe reported that in finalizing the landscape plan, his landscaper will <br />meet with property owners around the perimeter of the project to move <br />some of the trees closer to the back lot lines. He noted that the landscape <br />plan will meet and exceed City Code. Howe acknowledged that many <br />trees will be lost in the middle of the property, but many will be saved <br />around the perimeter. Howe indicated that this is a difficult property to <br />grade and noted that there are mounds of dirt that have been piled on the <br />site for a long time. Howe also indicated that an association will be <br />developed for the maintenance of common areas as well as the monument <br />site. <br />Knudsen asked if there would be any landscaping added to Outlot B (stub <br />road to the east) to enhance the appearance of this area until a future road <br />- 3 - <br />
