MINUTES <br />CITY COUNCIL <br />FEBRUARY 19, 2013 <br />Tracy Gilmore, McKesson, expressed surprise that a full reconstruction <br />would be necessary. She noted that the road usage of each company along <br />Spruce Street varies significantly, and suggested that it would not be easy <br />to determine a fair assessment based on that criteria. <br />The City Administrator again recommended that in this situation the <br />improvement should be ordered, plans and specs prepared, and the project <br />put out for bid. The assessment should be reviewed by City staff to <br />determine if any changes should be made to the proposed assessment roll. <br />The next step would be to conduct the assessment hearing prior to <br />awarding the bid. Based on what occurs at the assessment hearing, the bid <br />can either be awarded or rejected. <br />Gilroy asked how the Engineer's estimate is prepared. The City Engineer <br />reported that quantities are estimated and the prior year's prices are <br />utilized with an increase for inflation. Once plans and specs are prepared <br />and bids obtained, quantities are better defined and the City has actual <br />pricing. <br />Montour summarized that the plan is to move forward with preparation of <br />plans and specs and advertisement for bids. Staff will work on <br />alternatives to the current assessment roll. Once bids are received, an <br />assessment hearing will be held with action on the bids to occur after the <br />assessment hearing. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Boss, seconded by McGraw, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -2 -28 — ORDERING IMPROVEMENT NO. <br />2013 -01 AND PREPARATION OF PLANS FOR SPRUCE STREET <br />(COUNTRY DRIVE TO RAILROAD) BY FULL RECONSTRUCTION <br />INCLUDING CONCRETE CURB AND GUTTER AND AN <br />UPGRADED STORM SEWER SYSTEM WITH DIRECTION TO THE <br />CITY STAFF TO REVIEW OPTIONS RELATIVE TO <br />ASSESSMENTS FOR THE IMPROVEMENT AND WITH THE <br />STIPULATION THAT THE ASSESSMENT HEARING WILL BE <br />HELD PRIOR TO BID AWARD <br />6 <br />
