MINUTES <br />CITY COUNCIL <br />FEBRUARY 19, 2013 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Acting Mayor Montour opened the public hearing to consider the <br />2012 -06 improvement of Little Canada Road (from I35E to Edgerton Street) <br />LITTLE by reclamation of existing bituminous surface, the addition of concrete <br />CANADA curb and gutter, the addition of' sidewalk, and the addition of storm <br />ROAD sewer improvements. <br />The City Engineer reported that the purpose of tonight's hearing is to <br />present the proposed improvement of Little Canada Road to the City <br />Council and impacted property owners. This meeting gives property <br />owners the opportunity to provide input and /or voice concerns about the <br />project. The City Council will then determine whether or not the project <br />moves forward. <br />The Engineer explained the City's street improvement planning process, <br />noting that the City has a 5 -Year Capital Improvement Plan process for <br />City street improvements. In this case, Little Canada Road is a County <br />Road; therefore, the timing of the improvement is largely controlled by the <br />County with some input from the City. <br />The Engineer then reviewed the public improvement process, noting that <br />an informational meeting has been held with impacted property owners. <br />This evening is the public hearing to consider whether or not to order the <br />improvement. If ordered, plans and specs will be prepared and City staff <br />will then hold a 90% plan design meeting to review the project with <br />abutting property owners and gain their input. Once plans are finalized, <br />they will be presented to the Council for approval and the Council will <br />authorize advertisement for bids. Bids are then reviewed and awarded, the <br />project moves forward and is constructed over the summer. Later in the <br />fall an assessment hearing will be held to review assessments, property <br />owners are given the opportunity to voice opinions on the proposed <br />assessments, the Council acts on any objections, and the approves the <br />assessments. <br />The Engineer provided the background that resulted in the proposed <br />improvement of Little Canada Road. He noted that the county proposed <br />the improvement in 2012 and approached the City about the project. The <br />City requested that options be reviewed for adding off - street pedestrian <br />movement. The Engineer also noted the poor drainage on the street from <br />the Old Fire Hall to Noel Drive which will require an additional storm <br />drainage system. <br />7 <br />
