Hanson, City Administrator
RE: 1997 Improvement Projects
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morel=
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
In order to keep the Arcade Street project on schedule, the City
Council will need to approve plans and specifications and
authorize the bidding of this project. Our goal is to have bids
received by March 3rd and the contract awarded by March 12th with
construction to start as soon thereafter as practical. However,
some issues need to be resolved before plans and specs are put
out to bid.
Ditch 7A is one of these issues. Attached are the minutes of the
neighborhood meeting conducted by the Watershed District on
Thursday, January 16th. The neighborhood was very receptive to
the proposed project, and drainage in this area should be greatly
improved. We will need authority to add this project to our bid
package with the understanding that the Watershed District will
be responsible for associated costs.
The Watershed is estimating its work at approximately $160,000.
However, Paul Heuer has informed me that to accommodate their
project, there are some additional storm sewer costs we would
need to incur totaling approximately $90,000 (see memo from Paul
Heuer dated January 15th attached).
It is my recommendation that we authorize the inclusion of this
project within our work scope subject to the receipt of
appropriate documentation from the Watershed District which
acknowledges their responsibility for the costs associated with
this component, including the additional $90,000 identified in
Paul's memo. This recommendation is made with the understanding
that we would be accepting responsibility for ongoing maintenance
of this system in the future. (That is a requirement of the
Watershed to increase the project beyond normal ditch
maintenance.)
Page 23
