Lindemann asked if there were any questions from the residents. <br />One resident asked if the ditch will be an open ditch. It was <br />reported that there will be a swale above the pipe. <br />A resident pointed out the Stoneridge development which is under <br />construction, and asked how drainage will be handled from this <br />area. It was reported that a detention basin is being installed <br />as part of the Stoneridge development; however, a 6" rainfall <br />will create excess water. By drying the ditch up between storm <br />events, this will create system capacity that doesn't currently <br />exist due to sedimentation and grade problems. <br />Another resident stated that some of the corrugated metal pipe is <br />galvanized and should be in good condition. He questioned the <br />need to replace it. Aichinger explained that existing culverts <br />are not set at proper grade which contributes to the problem. <br />It was further explained that once the drainage improvements are <br />completed, the property will be restored to its original <br />condition. One resident noted the existence of an 8 -year <br />perennial garden. Aichinger reported that the owner should <br />salvage as much garden materials as possible as since they don't <br />typically do that kind of restoration. He also explained the <br />Watershed's rights within the ditch banks. <br />McCumber pointed out that there are sheds, concrete, etc. in the <br />areas surrounding the ditch. The Watershed indicated they will <br />work with residents to identify conflicts when plans and specs <br />are completed. <br />There were comments about the City's involvement in the initial <br />placement of the culvert, and one resident alleged that the City <br />said the ditch was a WPA project which may have been abandoned. <br />He stated the City set the grade for the culvert and specified <br />materials. Aichinger explained the City may not have understood <br />the ownership issues involved with the ditch at that time, and <br />again emphasized that corrections are needed to put this drainage <br />system into proper condition. <br />The Watershed indicated that the culverts at Westwind and Windrow <br />are likely to be replaced since they are heaving. If replacement <br />occurs, pipe will be installed under the roadway and drain tile <br />will also be installed to address problems in this area. <br />Even though pipe will flow north in the vicinity of Westwind, <br />the ditch itself will still flow to the south. A resident asked <br />about water backing up in his yard during many rainfalls. <br />Lindemann stated that back -up situations will be improved over <br />current conditions. <br />The Watershed reported that a 3 1/2" rain event within a 24 hour <br />2 <br />Page 26 <br />
