period will result in 1 foot of water in the ditch for a period <br />of 3 to 4 hours. (This would be considered a 5 -year storm.) <br />It was reported that culvert replacement will consist of 36" <br />pipe. The culvert under LaBore is 36 ". <br />It was reported that the yards for the first six houses on <br />Arcade, south of County Road D, do not drain properly. Aichinger <br />indicated that this drainage will not part of the Watershed <br />project. Heuer indicated that the City will be discussing some <br />corrective options with these property owners. <br />There are backyard drainage problems along Arcade Street between <br />Windrow and Westwind. At times there are 3 feet of standing <br />water. It was stated that structures will be installed to help <br />pick -up this water if the grade cannot sufficiently carry it. <br />With the storm sewer and regarding, this problem should be <br />solved. It was also noted that was the reason the pipe was <br />proposed down the back lot lines. It gives us the opportunity to <br />solve that problem. <br />The existing ponding south of Westwind will be eliminated. A <br />resident expressed concern about the impact on wildlife. <br />Aichinger pointed out that there can't be good drainage if the <br />current conditions are retained. To retain water in the area <br />south of Westwind causes it to back up in other portions of the <br />system which makes the overall problem worse. <br />The Watershed indicated that their ditch project will be tied in <br />with the City's project. The project could take 3 to 4 months <br />from its start to completion. Heuer indicated that the ditch <br />work itself could be done in about 4 weeks. <br />One resident asked if notice would be given for tree removal. <br />Aichinger indicated that trees are marked before removal and <br />homeowners contacted. (This resident wanted the opportunity to <br />transplant some river birch.) <br />One resident asked if the project will help correct street sub- <br />surface drainage problems on Windrow and Westwind. Heuer replied <br />that the project will help drainage under the paved surface. <br />The Watershed indicated that backyards which are disturbed will <br />be resodded. However, the disturbed ditch areas will be <br />reseeded. <br />There being no further comments, the neighborhood meeting was <br />adjourned at 7:45 P.M. <br />Page 27 <br />
