Hanson <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: February 21, 1997 <br />RE: Deferred Assessment Relative to Property Division at 57 and 65 Bryan Avenue <br />In 1978, the property at 65 Bryan Avenue was assessed for two water services. One service <br />was for frontage on Bryan Avenue and the second was for frontage along Boss Road <br />(unimproved). At that time, the assessment for Boss Road was deferred for a period of three <br />years due to lack of access. (See copy of minutes attached.) It appears that after that three - <br />year period, the assessment was never activated. With the pending subdivision application, <br />Mr. Boss has asked us to reconsider the basis of that assessment. <br />The principal amount of the assessment was $1,548.81. According to the record plans, a <br />water service was not installed pursuant to this assessment. Currently, access does not exist <br />to this lot and therefore the availability of water is of little value. <br />It would be my recommendation that we abate this assessment and set it up as a development <br />deferral with the understanding that should the property ever be developed, it would be <br />assessed in a manner consistent with City policy. <br />JRH:kpv <br />cc: Dick Boss <br />Page 7 <br />
