MINUTES <br />City Council <br />r May 23, 1984 <br />Raymond Mr. Hanson asked if the intention of the Council was that no <br />Kennel kennel license would be allowed in residential areas. Mr. Fahey <br />License (Cont.) suggested that the City worry about this if the item comes up <br />again. <br />The City Attorney suggested that the list could list kennels as <br />a use in a commercial zone. <br />Mrs. Scalze suggested that the matter be sent to the Planning <br />Commission. <br />Mr. Fahey pointed out that the City has not had many complaints <br />on parties with too many dogs. The Clerk reported that there <br />were some complaints in the trailer courts, and the City's Health <br />Officer handled it. <br />Westlund Mr. Edgett appeared before the Council to inform them of the filling <br />Filling that Mr. Westlund is doing on one of his lots in Westwind Addition. <br />Mr. Edgett reported that the filling is now 5 to 6 feet above his property. <br />Agenda The Building Inspector had been under the impression that Westlund <br />Item No. 16 was filling for a deck, but it has been determined that this is the <br />garage floor. Mr. Edgett stated that he did not think Westlund was <br />done filling yet. <br />Mrs. Nardini pointed out that this situation is one of the reasons <br />that the City needs topos. Mr. Fahey did not feel that topos would <br />help. <br />The Planner disagreed and stated that this is the only City he works <br />for that does not require garage slabs to be indicated on a plan. <br />Mr. Forsberg pointed out that the City ordinance states that the <br />top of the foundation must be 1 foot above street grade. The Planner <br />pointed out that this is only the minimum. <br />Mrs. Edgett stated that Mr. Westlund has broughtin over 100 cubic <br />yards of fill. Mr. Edgett asked if there was any limit to how high <br />Mr. Westlund could go. <br />Mr. Fahey pointed out that the drainage easement in the back of the <br />property should take the drainage. <br />Mrs. Edgett stated that they also did not like the looks of the <br />Westlund home. Mr. Fahey replied that the City cannot control the <br />aesthetics of the site, but it can control the drainage. <br />The Engineer reported that he looked at the site with the Building <br />Inspector and reported that the house is 4 to 4 1/2 feet above <br />Arcade Street. <br />Page 52 <br />
