MINUTES
City Council
May 23, 1984
Kennel
License
(Cont.)
would not be overly restrictive in denying the license.
Mr. Forsberg commented on the kennel being in the front yard of
the property. Mr. Hanson stated that the ordinance does not identify
where the kennel has to be placed.
Mrs. Nardini pointed out that there is a kennel located in the back
of the house also.
Mr. Forsberg pointed out that the lots in the area are only 100 foot
lots and it would not be fair to have too many dogs on this size
property. Forsberg felt that there will be run —off and smell
from wastes. Forsberg commented that he felt there should not be
kennels in the City.
Fahey stated that he was opposed to a kennel license, because he
was opposed to the breeding and raising of animals in the City.
However, he was not opposed to Mrs. Raymond having three dogs.
The City Attorney stated that if the kennel license is denied, then
the City must enforce the ordinance. Without the kennel license, Mrs.
Raymond cannot have three dogs.
Fahey stated that he was not opposed to someone having three dogs
as long as they are taken care of and not a nuisance.
Mr. Gables stated that if Mrs. Raymond is allowed to have three dogs,
then everyone in the City has this same right. Gables stated that he did
not think that a kennel should operate in this area of the City.
*'r. Gables also stated that he felt that the fence that was erected
is a disaster.
!lr. Fahey stated that he would support denying the license, as he
feels tors. Raymond's intent was to operate a kennel.
Mr. Hanson introduced the following resolution and moved its adoption:
2RESOLIJTION NO. 84 -5 -246 — DF.NYING TIIE RAYMOND
KENNEL LICENSE REQUEST
The foregoing resolution was duly seconded by Mrs. Nardini.
Ayes (5)Hanson, Nardini, Forsberg, Fahey, Scalze.
Nayes (0).
Resolution declared adopted.
This resolution appears in Resolution Book No. 11, Page 261.
Mr. Forsberg stated that the Code Enforcement Officer should inform
Mrs. Raymond that she can only have two dogs.
Page 51
