Memo <br />To: <br />From: <br />Subject: <br />Date: <br />Little Canada City Council <br />Rusty Fifield <br />Michael Schroeder <br />Developer Selection Process <br />February 25, 1997 <br />Based on the developer presentations, you have selected two groups for further consideration. The <br />objective of the remaining steps in the process will be to determine which group best fits the needs of <br />Little Canada. We have worked with City Administrator Hanson to create the process described in <br />this memo. <br />The next steps in the selection process should seek to provide the information needed to evaluate and <br />compare the aspirations and capabilities of each group. <br />1. What is the group's concept for the development of the area? <br />• Parcels to be developed. <br />• Timing of development. <br />• Intensity, form, use and property value of development. <br />• Role of City and amount of economic assistance. <br />2. Will other development partners be needed? <br />3. Does the group have the financial capacity to undertake the development concept? <br />The answers to these questions will help to judge the ability of the group to meet the City's <br />development objectives within the capacity of available financial resources. The development <br />groups will be asked to submit responses to these questions by March 21. <br />This information will be presented to the City Council at a workshop on April 2. The presentation <br />will be made by staff and consultants. The developers will not attend this meeting. We also plan to <br />make other redevelopment "experts" available as additional resources to the City Council. The <br />purpose of the meeting will be to determine the questions and issues to be resolved before making a <br />selection. <br />The final step in the selection process is a Council workshop on April 23. At this time, the Council <br />could meet with one or both of the final groups, if necessary.
