A proposal to twin communities in Quebec with communities in other provinces was <br />forwarded to the Committee by Stan Dromisky's office. There was general agreement <br />that our Sister Cities relationships should remain international. <br />An invitation to enter a twinning relationship was extended to Yanaizu, Japan. Members <br />of the Sister Cities Committee recommend a moratorium on further twinning relationships <br />for one year. Concern was expressed that additional twinnings put pressure on the budget <br />and staff resources. It was felt that another year is needed to strengthen existing <br />relationships before the focus shifts to other communities. <br />B. 1997 Protocol Agreements <br />Copies of the 1997 protocol agreements are attached for information. <br />C. Culture Kit <br />A sub - committee is developing a culture kit. The kit includes books, photographs and <br />artifacts that will provide a hands -on introduction to Thunder Bay for citizens in our sister <br />cities. <br />D. Twinning Certificates <br />The Sister Cities Committee was directed by City Clerk's to obtain new twinning <br />certificates from each of the Sister Cities in a standard format for display in the <br />Auditorium. Arranging for translation and signing of these documents has proven to be a <br />more difficult task than originally anticipated. Members of the Sister Cities Committee <br />have also noted that the uniqueness of the original documents adds to their appeal. <br />CONCLUSION <br />The members of the Sister Cities Commitee are satisfied that substantial progress has been <br />made with each of our sister cities toward satisfying the criteria outlined. No additional <br />requests for twinning should be considered in 1997. <br />The original twinning certificates should be framed and displayed in the Auditorium. <br />RECOMMENDATION <br />THAT with respect to Report No <br />cities relationships be maintained; <br />/95 (Tourism), we recommend that the existing sister <br />AND THAT no additional requests for twinning be considered in 1997; <br />AND THAT approval be granted to display the existing twinning certificates in the <br />Auditorium. <br />Page 29 <br />
