Duration of Use. For similar structures requested in Little Canada (such as Linder's <br />Greenhouses at the Marketplace), the City has regulated the duration of the <br />temporary use. The Linder's Conditional Use Permit stipulates a duration from April <br />1 to July 1. The applicant should identify its proposed duration of the temporary <br />building and shade -cloth cover for the purposes of the Conditional Use Permit. <br />Signs. Signs on the Knox site are controlled by the existing PUD and are not <br />permitted on the temporary structure. Temporary signage may be allowed subject <br />to City permit and temporary sign regulations. <br />Other Issues. Although the shade -cloth covering will be removed each year, the steel <br />tubular frame supporting it is proposed to be permanent. Since this area is exposed <br />to the traffic along Country Drive (and Interstate 694), the applicant should be <br />aware that the permit for the structures is one for sales, but not permanent storage. <br />Under the duration of use issue, the time frame for the temporary structures should <br />also limit the allowance of storage of materials to avoid unsightly visual clutter in the <br />front of the building over the winter. <br />Summary. We recommend approval of the Knox Conditional Use Permit, <br />contingent upon the following conditions: <br />1. All garden center structures, including the existing structure, be <br />located so as to comply with the 40 foot front yard setback. <br />2.
