Metropolitan Council Grant Proposal
1996 I/I Investigation Project
City of Little Canada
Project Description
The City of Little Canada proposes to investigate
infiltration /inflow (I /I) in their sanitary sewer system with the
assistance of a Grant Program for I/I offered by the Metropolitan
Council. The City's proposal is to investigate portions of two
sewer districts which were identified to have high I/I based on a
1983 study. These areas in district 3 and 4 are some of the oldest
residential areas of Little Canada which received sewer service in
the early 1960's.
This project will investigate all manholes, clean and inspect all
sewer lines and inspect all homes for sump pumps in the two
designated areas of Sewer Districts 3 and 4. Please refer to the
enclosed map. These areas flow into a 15 -inch trunk sewer which
connects to the Metropolitan system at the Old Lake Gervais Lift
Station into the Lake Gervais Interceptor.
Sanitary sewer bypasses are not a problem in the Little Canada
sewer system.
Scope
The project scope will involve 6 tasks to complete a thorough
inspection of I/I sources in the designated study areas. The
project tasks are as follows.
1) Send Notices to All Residents - City staff will prepare and mail
letters to all residents in the study area. Letters will explain
sewer system inspection efforts leading up to an inspection of
homes for sump pumps connected to the sanitary sewer system.
2) Inspection of All Manholes - City Public Works will inspect all
manholes in the study area using a standardized I/I inspection
form.
3) Clean Sewer Lines - City Public Works will clean in preparation
for TV inspection.
4) TV Inspection of Sewer Lines - City will contract with a TV
inspection firm selected from a cost comparison of three qualified
bidders. Selected firm will inspect sewers and provide a TV
inspection report documenting all I/I problems and defects.
5) Sump Pump Investigation - Inspection contractor will investigate
all homes in the study area for sump pumps. A notice will be sent
to all residents prior to the inspections.
Page 43
