Option two gives us a brand new road surface, paves the shoulders and installs the right hand turn
lane. This option increases safety and drivability, but removes us from the reconstruction program
currently scheduled for the year 2002 + / -, pushing back reconstruction to the year 2030 + / -. This
option will do nothing to improve the drainage of the area and will also leave the road as a rural
typical section (Little Canada estimated cost = $12,500).
Option three will patch and seal the road, but will do nothing to improve safety and will not address
drainage issues. This option will also leave county Road D in the TIP program for reconstruction in
the year 2002 +/- (Little Canada estimated cost = 0).
Option four will do everything in option three, plus improve the safety of the road with the
installation of shoulders and still leave the road in the TIP program for reconstruction in the year
2002 +/- (Little Canada estimated cost = $6,500).
Ramsey County has asked for recommendation from the cities of Vadnais Heights and Little
Canada regarding the above options. Vadnais Heights Public Works has indicated that they will
pursue option 4. I also recommend option 4. This will improve the street surface for the next five
years, increase the safety of the road, and still leave us in the program for reconstruction in the year
2002 + / -, at which time County Road D will be brought to an urban section and the drainage issues
will be addressed.
SRT:j as
2
Page 60
