The proposed twin home development would be consistent with residential uses to the <br />east along DeSoto and Allan, and to the west along Centerville. in addition, there would <br />be no compatibility problems with the park land to the south. <br />Design Issues. <br />The project consists of the extension of Allan Avenue between DeSoto and Centerville, <br />with a series of five cul -de -sacs off of the new Allan Avenue. This portion of Allan Avenue <br />is already dedicated, and has utilities in place. Each of the cul -de -sacs would serve <br />sixteen units in eight twin home buildings. Under PUD guidelines, the buildings may be <br />platted without separate frontage or side lot lines. However, the buildings must maintain <br />a minimum separation distance equal to the average height of the buildings. This <br />measurement includes both side -to -side separation as well as back -to -back separation. <br />Perimeter lot setbacks must be maintained in all cases: 30 feet from all perimeter lot lines. <br />Plat Issues. <br />Currently, Allan Avenue is platted as a half right -of -way (33 feet) for most of the length of <br />the proposed development, and is just 16 feet in width near Centerville Road. This issue <br />will be a barrier to development of the plat unless one of the following issues is worked <br />out: <br />a. The developers of this project plat the remainder of the street right of way (to a full <br />60 foot width); or <br />b. The developers are able to convince the property owner to the north to dedicate the <br />remainder of the right -of -way; or <br />c. The developers gain control of the land to the north, including it in this development <br />project. <br />While this issue will affect further processing of this project, it is not necessary to resolve <br />it the concept stage, other than to acknowledge it as a issue to address prior to finalization <br />of the project approvals. <br />Summary. <br />The Planning Commission should consider the appropriateness of the land use change <br />in this area. While adjacent land use to the east, west, and south pose no problems, <br />screening and buffering from current and future industrial uses to the north may be <br />problematic. Direction to the developer in this regard is the primary issue at the concept <br />stage of the development. <br />2 <br />Page 32 <br />
