With regard to the design of the project, the Planning Commission should address project <br />design issues as if the land use changes were likely to be approved (even if a negative <br />recommendation on land use is forwarded to the City Council). As noted above, building <br />spacing will have a major impact on the aesthetics of the project, and must meet or exceed <br />PUD minimums. Landscaping and other design issues will be addressed if the project <br />proceeds to Development Stage PUD. Comments in this regard would be appropriate to <br />guide the continuing design of the project. <br />In order to proceed from this stage, the developers will have to apply for the following <br />approvals: <br />1. Comprehensive Plan Amendment <br />2. Rezoning to R -2, Medium Density Residential <br />3. Preliminary Plat <br />4.
