If he is unable to purchase the Schroeder property, Mrs. <br />Schroeder may be willing to dedicate the additional right -of -way. The <br />final option would be that the City would condemn the additional right -of- <br />way needed from the Schroeder property. <br />Montour pointed out there is a drainage ditch in the Allen Avenue right - <br />of -way. Frattalone replied that this is a County ditch, and it is proposed <br />the ditch will be piped. <br />The Planner indicated it appears the distance between some of the <br />townhome buildings is too close at the corners. Gordie Howe indicated <br />that the diagram shows the pad size of the townhomes. The townhomes <br />are proposed to be 21 to 22 feet in height. Therefore, an 11 -foot <br />separation is required between the buildings. <br />Keis asked if Allen Avenue would be a private road. <br />Frattalone replied that they would propose Allen Avenue as a public street <br />and the short cul -de -sacs as private. It was reported the estimated market <br />values of the twinhomes would be in the $109,000 to $140,000 range. <br />The City Planner reported that this is a concept review, and the Planning <br />Commission is being asked whether or not it will support the land use <br />change. The Planner pointed out the issue of the industrial property to the <br />north. That situation is more favorable if Frattalone can purchase the two <br />lots to the north which run up to the Slumberland property and provide <br />additional screening between the two developments. <br />DeLonais suggested that if twinhomes are developed south of Allen <br />Avenue, he did not feel industrial development should occur immediately <br />north of Allen. <br />The Planner pointed out that in updating the Comp Plan, the City's <br />position was that the area would remain Industrial Park. There is not a lot <br />of industrial land left in the City to develop. Rezoning the property to R -2 <br />would be a policy issue on the best use of the property. <br />Keis pointed out that the property is on the fringe of the industrial area. <br />DeLonais suggested that twinhomes would generate more tax revenue <br />than an industrial development on this parcel. Barraclough agreed. <br />DeLonais again indicated that he felt industrial development should not <br />abut Allen Avenue, pointing out there would be the issue of screening. <br />Page 38 <br />
