MINUTES <br />PLANNING COMMISSION <br />APRIL 10, 1997 <br />in the road. Because of this jog it is likely there will be a couple less <br />townhomes on the site. <br />Frattalone reported that Mrs. Schroeder owns the two parcels north of his <br />land and south of the Slumberland property. Frattalone reported that he is <br />negotiating with her to purchase this property. He has her permission to <br />do soil tests and a wetland evaluation on the property. Frattalone <br />estimated that about one -third to one -half of the property is wetland; <br />therefore, it may be possible to develop another eight buildings or 16 units <br />on this land. Frattalone felt that the Schroeder parcel was a natural fit with <br />the development he would like to do on his property. <br />The City "Planner asked if Frattalone had done a wetland evaluation of his <br />parcel. <br />Frattalone replied that he did some testing. There are some soil corrections <br />that will need to be done and he will take care of that. <br />DeLonais asked about screening from Slumberland. <br />Frattalone reported that there are portions of the Slumberland berm which <br />he believes have been cut down and there are no plantings on. If <br />Slumberland does not intend to fix the berm, Frattalone reported that he <br />would purchase some plantings to add to the berm. Frattalone felt the <br />addition of some pine trees to the berm would make a great buffer. <br />Keis pointed out that screening is required between Residential and <br />Industrial property. Since the proposal is to rezone to R -2, Keis asked <br />who would be responsible for the screening. <br />The Planner indicated that Slumberland abuts Industrial property. Since <br />Frattalone is proposing the rezoning, should the property be rezoned, <br />Frattalone would be responsible for the screening. <br />Frattalone pointed out that he would offer to pay for the addition of <br />plantings on the existing berm. Frattalone also reported that the wetland <br />area on the Schroeder property is wooded and will provide a great buffer <br />for the area. <br />The Planner asked Frattalone what his plans are if he is unable to purchase <br />the Schroeder property. <br />Frattalone pointed out that there is sewer and water already in Allen <br />Avenue.
