Hanson <br />As you will recall, Donovan Construction has requested extension of a Conditional Use <br />Permit to allow the use of a trailer as a temporary office building at their location at 53 S. <br />Owasso Blvd. This request was discussed at the March 26th Council meeting at which <br />time it became known to the City that this trailer was actually located inside the <br />permanent building located on the Donovan property. <br />At that meeting, Mr. John Shamp indicated that there were a couple of issues which <br />needed to be resolved before Donovan could construct permanent office space. The first <br />issue had to do with clearing the title of the property. Attorneys for Donovan are <br />currently working to resolve that issue. The second had to do with road access to the <br />Donovan site. <br />Attached is a memo from the City Planner wherein he indicates that construction of a <br />City street on the existing road right -of -way along the railroad tracks is not a viable <br />option. Given the existing situation, it is the Planner's recommendation that Donovan <br />and Roseville Plumbing be allowed to expand on their current sites with improvement of <br />the easement driveway, but without the requirement of a full City street. <br />Attached is a memo from the Building Official indicating that the trailer located inside <br />theDonovan building would trigger requirements of with the Minnesota State Building <br />Code. In the absence of these requirements, the trailer must be removed from inside the <br />structure. <br />Based on this additional information, it would be staff's recommendation that the <br />Conditional Use Permit for use of a trailer as temporary office space be extended for one <br />year from December 20, 1996. Conditions which should be imposed would include: <br />*Removal of the trailer from the inside of the permanent office building unless <br />there is compliance with the requirements of the UBS as outlined in the Building <br />Official's letter dated March 18th.
