P.02/03 <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: April 18, 1997 <br />RE: Little Canada - Donovan Construction <br />FILE NO: 758.10 <br />The City Council addressed the issue of additional development on the Donovan <br />Construction site, as a result of the expiration of Donovan's temporary building permit. <br />Donovan's need for the temporary trailer was tied to their ability to expand on their property <br />in a permanent manner. Donovan has begun to investigate two possibilities for access to <br />permit greater intensity of site use. First, they have looked into the issue of improving their <br />access over the current easement along the railroad tracks. They share this easement <br />with Roseville Plumbing, located to the north of Donovan. Second, they have considered <br />purchasing the residential property which is for sale along South Owasso to get direct <br />access. <br />With regard to the first option, the City has, in the past, spent considerable attention to the <br />possibility that the easement may someday be improved to a City street. The problem with <br />these designs was related to limited space between the proposed road and the industrial <br />building in front of Donovan. Due to later permits Issued to that front building, any road <br />would effectively eliminate the parking required for that building. It does not appear that <br />construction of a City street is possible with the remaining land. <br />Donovan's second option would solve the problem of direct access for Donovan, but <br />Roseville Plumbing would continue to access its property via a private easement. <br />Moreover, there have been other parties interested in the residential property, and this may <br />not be a realistic option. <br />5775 WAYZATA BOULEVARD, SUITE 555 ST.
