BOB FLETCHER
RAMSEY COUNTY SHERIFF
14 W. Kellogg Boulevard
St. Paul, Minnesota 55102 -1648
Telephone: (612) 266 -9300
Telefacsimile: (612) 266 -9328
May 21, 1997
Joel Hanson
515 East Little Canada Road
Little Canada, MN 55117
Dear Joel,
On May 6, 1997, I received the attached letter from Ramsey County Commissioner Tony Bennett
requesting that the Ramsey County owned site at Interstate 694 and Rice Street be added as a potential
location for the new Ramsey County Adult Detention Center and booking facility. At the same time,
Commissioner Bennett requested County Manager Terry Schutten place his request on the County
Board agenda.
On May 20, 1997, the Ramsey County Board considered Commissioner Bennett's attached resolution
and voted to add the Shoreview site for consideration. The County Board further directed that the
Sheriff's Department and the County Manager report back to the Board with its findings and
recommendations regarding the final six sites on June 24, 1997.
Of the 22 sites that have been analyzed and studied, five downtown or near downtown sites remain in
consideration:
Firestone Tire Building - NW corner of Jackson and 9th Streets, St. Paul
Rossmor Building - 500 North Robert Street, St. Paul
I -35E and Pennsylvania Avenue - NW corner, St. Paul
Public Safety Building (parking lot) - 100 East 1 lth Street, St. Paul
RCGC West - Building - 50 West Kellogg Blvd., St. Paul
I am personally opposed to locating the new jail facility at 694 and Rice Street. In fact, the Sheriffs
Department supports locating the new facility in or near the downtown core because of numerous
operational efficiencies, better prisoner releasee dispersion and reduced neighborhood impact.
As a result of Commissioner Bennett's request to add the site for consideration the County Board has
asked for input from the community as well as elected officials regarding the potential of this site.
Sheriffs personnel are available to provide information in a public or private setting regarding what is
entailed in the operation of this Adult Detention Center. Members of my staff or I will be glad to attend
any community meetings that may be necessary to secure adequate input before June 24, 1997.
Page 163
ADULT DETENTION DIVISION (612) 266 -9350 • CIVIL PROCESS (612) 266 -9330 • PATROL DIVISION (612) 481 -1317 • WARRANTS (612) 266-9320
