Briefly speaking, last year 19,267 prisoners were booked into the Ramsey County Jail. These prisoners
were booked by the following agencies:
Mounds View 227 1%
New Brighton 272 1%
White Bear Lake 206 1%
North St. Paul 191 1%
Sheriffs Dept. - Suburban Arrests 1485 7%
Roseville 664 3%
Maplewood 923 5%
Mn. State Patrol 888 5%
Misc. 826 4%
Sheriffs Dept. - St. Paul Arrests 3912 21%
St. Paul Police 9673 50%
Total 19,267
Approximately one third of these prisoners were released in a few hours on their own recognizance or
after posting bail. Another one third are released in one to three days following an arraignment court
appearance and the posting of bail. The final one third who are not able to post immediate bail are held
in the Adult Detention Center near the Courthouse pending trial and sentencing.
The current plan calls for the continuance of the existing Adult Detention Center and the addition of a
new facility containing 144 cells and a booking and identification function. It is hoped that the
arraignment court will also be held at this new location. Under any concept, it is likely that between
6,000 and 13,000 prisoners will be released each year from wherever the new facility is located.
There are of course other factors that you will wish to consider. If the Sheriffs Department can provide
additional information or be of any other assistance, please feel free to contact me at 266 -9333.
Sincerely,
Bob Fletcher
Sheriff, Ramsey County
Page 164
