MINUTES
PARKS & RECREATION
MAY 1,1997
had spent all of the money budgeted for tree planting. Sanders replied that there is some
money left. Abies said that they had discussed planting in the parking turnaround area on
Edgerton Street. Sanders said that the City has some fill coming out of a current project that
could be used to shape that area.
WORKSHOP Johnson reminded the Commission of the joint workshop with the Council on May 28th at
UPDATE 6:00 p.m. Abies asked Morelan if he thought the Council would be prepared to discuss the
Commission's involvement in the Round Lake area. Morelan replied he did not think that it
had been discussed, but that it was everyone's anticipation on the Council that the Commission
would be heavily involved. Morelan asked if the Commission had been kept abreast of the
streetscape development. The Director replied that they looked at the plans and that was what
had started the discussion about the Commission's involvement. Morelan replied that it
should be brought up at the workshop.
Johnson passed out a copy of the summary of the Parks & Recreation Survey responses. Abies
pointed out that community music events received the highest number of responses from all
age groups. Christensen pointed out that the question regarding concerts in the park received
33 favorable responses out of 38 total. Johnson said she was skeptical because it had not been
successful last time. Christensen asked how long ago that was. The Director replied four or
five years ago. Bianchi said that her son was in middle school jazz band and that they were
interested in playing in the park. Johnson said that the local groups would have a built -in
audience of parents. Abies said she thought that would fall under community music events,
and that concerts in the park would be bands or performers with a name and following.
Christensen pointed out that the 19 to 45 age group had the biggest response, and that the
biggest categories were community music events and the nature program. Christensen asked if
Council would receive a copy before the workshop. Johnson asked if responses were still
coming in and the Recording Secretary replied that they were. Abies asked if an updated copy
could be sent to the Council with their agendas, and that copies be sent to the Commission
members also.
TAX- Johnson said that the Council has requested a formal recommendation from the Commission
FORFEITED on a tax- forfeited property located at Park Street and Lake Street. Johnson if it was part of
PROPERTY the Round Lake drainage system. Sanders said he did not think so. Johnson asked what is
sagassaves adjacent to the property immediately to the east. Sanders replied single- family homes.
Sanders said the whole area of Rice Street needs to be redeveloped and that this property could
provide some amenity for that. He said it did not necessarily have to be public property, but
could be part of a private redevelopment. Christensen asked if he meant for park purposes,
because it was not a good location for a park. Sanders replied a public park as part of a
commercial redevelopment.
Sanders said he felt it would have to remain a wetland. Johnson asked what the term "non -
conservation land" meant. Sanders said that he thought it meant that the County was not
interested in it for public land. The Director suggested discussing the plans for the area with
the Council. Abies said that she thought the City would be interested in cleaning up that area.
Abies asked if the area was zoned commercial, and Sanders replied yes. Johnson asked what
tax- forfeited property means, and would the City have to pay the County for that property.
The Director said he thought that no money had to change hands, and in cases where it did the
9
Page 180
