loading berths are not to occupy any required front yard setback area. This situation can <br />be allowed through the PUD if the City is so inclined. The front drive aisle is setback only <br />five feet from the property line. Given that the drive aisle is 35 feet wide, the planting strip <br />should be widened to a minimum width of 10 feet in order to increase the separation from <br />the street. The applicant is proposing to plant deciduous trees in the planting strip along <br />County Road B to visually screen the building from view. <br />Landscaping. The applicant has submitted a landscaping plan as part of their materials. <br />The applicant is proposing to install deciduous trees along the front planting strip and in <br />the front half of the side yards. The front planting strip is currently only five feet wide on <br />the subject parcel. As such, the proposed trees are to be planted right on the property <br />line. To avoid encroachment into the County right -of -way, the planting strip should be <br />widened to 10 feet. and the trees off -set from the, property line. Said landscaping plan <br />shall be subject to review and recommendation of the Planning Commission and approval <br />of the City Council. <br />Building materials. The applicant has submitted building elevation plans indicating the <br />design and materials used in the construction of the proposed buildings. The proposed <br />buildings are to be rockface block with metal flashing trim. The design and materials <br />proposed for the buildings are generally consistent with those used for the existing <br />Minnesota Mini - Storage facility. <br />Fencing. The applicant is proposing to construct a 6' high wood fence along a portion of <br />the north property line. As this fence will partially screen the interim RV storage area from <br />the adjacent property to the northwest, the applicant should consider increasing the height <br />of the proposed fence to the maximum 8' feet allowed by Section 903.020.F.8. <br />Lighting. The submitted site plan does not indicate the location of proposed site lighting. <br />If the applicant intends to provide site lighting, a lighting plan should be submitted that <br />indicates the location and design of all site lighting. Site lighting shall be subject to review <br />and recommendation of the Planning Commission and approval of the City Council. <br />Signage. The applicant has not indicated if any signage is to be installed on the subject <br />parcel. Given that this development is an expansion of the existing mini - storage business, <br />the applicant should be required to submit a comprehensive signage plan for the entire <br />operation. <br />Grading, drainage and utilities plans. The grading, drainage and utilities plans <br />submitted by the applicant shall be subject to review and approval of the City Engineer. <br />Development Contract. Due to the amendment of an existing PUD as well as the <br />proposed phasing of the project with regards to constructing Buildings C and D, the <br />applicant will be required to enter into a development agreement with the City. <br />Page 21 <br />
