515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
June 18, 1997
TO: Mayor Fahey and Members of the City Council
FROM: Kathy Glanzer, Administrative Assistant
RE: Old Fire Hall — Alcohol Issues
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
I have contacted three insurance companies regarding the ability of property owners to
get a rider on their homeowners' insurance policy to cover liquor liability exposure. The
results are as follows:
American Family — This company provides an endorsement to a homeowners'
policy for off-site liquor liability coverage for a special event. The
cost is less than $25.
Farmers Insurance Group — This company does not provide riders for
homeowners for off -site liquor liability exposure. However, they
do underwrite special events coverage at a cost of approximately
$500 per day.
State Farm — Same as American Family. Cost would be less than $25.
I contacted the City of Maplewood regarding their change in policy which is effective
January 1, 1998 requiring that people renting their facilities use the on -sale provider
designated by the City. I was told that Maplewood made this change for a couple of
reasons. First is the wide range in the types of liquor liability coverages that homeowners
were providing. Maplewood staff has had difficulty in interpreting these coverages.
Secondly, there has been concern about who is bartending. Often times renters have
untrained family members bartending. This raises concerns about whether or not
underaged persons are being served alcohol, the bartenders ability to recognize when
someone has had too much to drink, etc. These issues are resolved with the designation
of an on -sale liquor provider.
Page 92
