MINUTES <br />CITY COUNCIL <br />MAY 28, 1997 <br />Rios pointed out the high traffic volume on Centerville Road, and felt the <br />twinhome development would add 200 to 300 vehicles per day. Rios <br />asked if anyone has looked at the traffic situation. <br />Morelan pointed out that the State recently reduced the speed limit on <br />Centerville Road from Little Canada Road to Pioneer Park to 35 miles per <br />hour. Morelan suggested that should this development go through, the <br />City request the State to extend the speed limit reduction further north on <br />Centerville Road. LaValle suggested that the City immediately pursue the <br />extension of the reduced speed limit up to the Peters' property. <br />Morelan felt a freeway entrance at Edgerton Street was needed. Morelan <br />pointed out that there is a great deal of traffic coming through Little <br />Canada from Vadnais Heights on its way to the freeway. <br />Rios indicated that there are times when there are numerous cars backed <br />up on Centerville Road to turn onto Little Canada Road. LaValle <br />suggested that the light cycle be looked at during the rush hours to see if <br />there is a way to get traffic to flow through the intersection more quickly. <br />Doug Wilson, 3034 Desoto Street, stated that his concern was the <br />increased traffic through the area, especially the increased traffic on Allen <br />Avenue. Wilson felt that extending Allen Avenue through would <br />encourage people to use that route to get to Centerville Road rather than <br />LaBore Road. Wilson suggested installing a cul -de -sac at the east end of <br />Allen Avenue, and pointed out that this would result in one more lot for <br />the developer. <br />Morelan pointed out that the maximum length for a cul -de -sac is 500 feet, <br />therefore, a variance would be required. <br />There was some discussion about the model homes that are being <br />proposed. The City Administrator pointed out that the City has allowed <br />models in other developments. The concern is that the road bed is <br />protected while construction of the models is going on. Frattalone pointed <br />out that the road would be constructed at the same time as the models. <br />The road bed would be protected, and it would be proposed that the final <br />lift of blacktop would be installed in 1998. The Administrator indicated <br />that an occupancy permit would not be granted for the models until there <br />is a fully- improved road in place or some assurances that this will happen. <br />Howe reported that at the Planning Commission meeting concerns was <br />expressed about rental housing. Howe reported that he has checked, and <br />there will be a restriction added to the by -laws for the homeowners' <br />association limiting these twinhomes to owner- occupied. <br />PAGE 32F <br />
