MINUTES <br />CITY COUNCIL <br />MAY 28, 1997 <br />Scalze indicated that traffic is heavy on Centerville Road. Scalze <br />indicated that she did not think traffic would flow to the east, but rather <br />west toward Centerville Road and the freeway. <br />The City Planner indicated that a traffic circle takes more than the <br />standard intersection. The Planner suggested that the City Engineer could <br />evaluate a traffic circle and comment on whether or not it would slow <br />down traffic. <br />Frattalone stated that he did not support a traffic circle, and pointed out <br />that surrounding property owners would have to dedicate additional right - <br />of -way for a circle. Frattalone indicated that he has seen traffic circles <br />which carry a lot of traffic, and felt a circle would be overkill for this area. <br />Moravetz pointed out that the preliminary plat shows a density of 67 units. <br />Frattalone replied that this was correct, contrary to the 64 units quoted <br />earlier in the meeting. The density for the development has decreased <br />from 76 units originally proposed to 67 units. <br />Moravetz asked how construction traffic for the model homes to be built <br />on the east end of the development would access the area. Frattalone <br />replied that construction traffic would come from Edgerton down Allen <br />Avenue. Frattalone reported that he would keep the streets as clean as he <br />could during construction. <br />The City Administrator reported that the Development Contract would <br />contain a provision requiring that the contractor keeps the streets clean <br />during construction. The Administrator also reported that he is looking at <br />an escrow provision which would allow the City to have the streets <br />cleaned if the contractor did not respond. <br />Charlie Rios indicated that he supported the twinhome development as <br />proposed. Rios pointed out that there are four homes on Centerville Road <br />without City water. Rios indicated that he just put in a new well, and <br />asked if water main is extended, if he would be required to connect to City <br />water. <br />The City Administrator reported that the City could consider the <br />completion of water main for this area. If water main is put in, while the <br />benefited property owners would be assessed for the cost of the water <br />main, the City would not require that they connect as long as their existing <br />wells are operable. <br />PAGE 32E <br />
