MINUTES <br />PLANNING COMMISSION <br />JULY 10, 1997 <br />ZONING <br />ORDINANCE <br />AMENDMENT - <br />OPEN AND <br />OUTDOOR <br />STORAGE <br />COMP PLAN <br />UPDATE <br />The City Planner presented an amendment to the Zoning Ordinance <br />which clarifies that open and outdoor storage is a Conditional Use <br />in the BW and 1 -1 Zoning Districts. The Planner reported that there <br />was a conflict in the ordinance which referred to open and outdoor <br />storage as both a permitted and conditional use. Another change being <br />proposed is that open and outdoor storage areas will be required to be <br />paved with asphalt, concrete, or other material as approved by the Council. <br />The Planner indicated that the reason for this change is that gravel and <br />grass areas typically become maintenance problems. <br />Barraclough asked if this amendment will cause a problem for Ryan <br />Industrial Park businesses. <br />The Planner reported that the ordinance will be enforced for new <br />applications and as existing businesses in Ryan industrial Park upgrade. <br />Mr. Barraclough recommended adoption of the ordinance amending <br />Section 903.020, 913.020, 913.030, and 913.040 of the Little Canada City <br />Code, known as the Zoning Ordinance, by deleting provisions for outdoor <br />storage as a permitted use. <br />Motion seconded by Keis. <br />Motion carried 6 — 0. <br />The City Planner reported that the Legislature passed a low that says all <br />cities must update their Comp Plans by 1998 in compliance with the <br />Metropolitan Council's regional blueprint. This was not anticipated when <br />Little Canada updated its Comp Plan. The Planner indicated that he is <br />currently negotiating with the Met Council on this issue. The Met Council <br />has indicated a much higher population than the City has anticipated. The <br />City is anticipating the population to max out at approximately 12,000, <br />while the Met Council is proposing between 14,000 and 15,000. The <br />Planner indicated that the Met Council feels this population level could be <br />achieved by redeveloping property they consider to be underutilized into <br />mid to high density residential or by incorporating some residential into <br />commercial areas. <br />Keis asked what the Met Council's authority was in this regard. <br />The Planner indicated that the Met Council cannot dictate a City's zoning. <br />However, they do have review authority over the Comp Plan and the <br />Comp Plan and zoning must be compatible.
