Hanson <br />Attached is a resolution accepting the turn-backs from Ramsey County of LaBore Road <br />(Edgerton Street to County Road D) and McMenemy Street (Viking Drive to Little Canada <br />Road). These turn-backs will be effective October 1, 1997. From that point forward, we will be <br />responsible for the ongoing maintenance of these roadways, subject to the improvements <br />Ramsey County will make in 1998. <br />We have already added these streets to our State Aid system in anticipation of these turn- backs. <br />It is expected they will add over $37,000 of aid to our annual Municipal State Aid (MSA) <br />allotment. It should be noted that we will reduce that amount by $10,650 due to the revocation <br />of Greenbrier as an MSA street. <br />The revocation of Greenbrier became necessary when the MSA Screening Board modified the <br />agreement between Ramsey County and its suburban cities dealing with the functional <br />consolidation program. Roads were to come back mile for mile on the MSA system. What has <br />happened under the MSA Program is that 20% of the roads were already counted within our <br />system for MSA mileage. Therefore, they are only adding 80% of this mileage to our system. <br />What this means is that we need to have excess (unallocated) mileage available to designate the <br />remaining 20 %. In the case of LaBore Road and McMenemy Street, we did not have enough <br />excess mileage to add these streets to our system thereby necessitating the revocation of <br />Greenbrier Street. <br />Attached is a cost comparison sheet prepared by Bonestroo, Rosene, Anderlik & Associates that <br />shows the financial implications of the Functional Consolidation Program. If MSA's current <br />methodology prevails, we will be short about $45,000 of revenue from what we had anticipated <br />from the turn -back process. I have had numerous discussions with Ramsey County officials as <br />well as members of our legislative delegation and they are all working to correct this problem. <br />Page 135 <br />
