File <br />August 7, 1997 <br />Page 2 <br />The City Administrator stated that residents would also be responsible for connection fees of <br />approximately $460 plus the cost of constructing the physical connection from the curb stop to <br />the house. He indicated that people do not have to hook up within any predetermined timeline. <br />He stated that people could connect to City water and maintain their well for use in lawn <br />watering or other exterior uses as long as there were no cross connections between the systems. <br />He pointed out the proposed assessment of $3,772 per lot for 10 years at an estimated interest <br />rate of 7 1/4% would yield an average annual payment of approximately $550. He noted that <br />assessments are based on equal principle, declining interest calculations. <br />The City Administrator noted that given the limited attendance, we would have to present this <br />information at the improvement hearing to be held August 13, 1997 with the City Council. He <br />suggested to Mr. Vogel that he encourage neighbors to attend in order that their input will be <br />considered in making this decision. <br />Based on limited attendance and the fact that this water main could be constructed in the future <br />in conjunction with Centerville Road, staff recommends that we proceed with the project subject <br />to neighborhood input. Should the project be ordered, it should be kept in mind that bids could <br />be rejected if we do not feel the price is competitive. The condition of water quality from <br />existing wells may dictate the need to do the project now rather than later.
