MINUTES
PLANNING COMMISSION
AUGUST 14, 1997
SPECIAL
USE PERMIT-
2570 JACKSON -
WAHLBERG
Mr. Montour recommended approval of the property combination for 38
W. Woodlynn Avenue as requested by R & S Automotive subject to
compliance with the recommendations of the City Planner as contained in
his report dated August 11, 1997.
Motion seconded by Knudsen.
Motion carried 5 — 0.
William and Sandra Wahlberg, 2570 Jackson Street, appeared before the
Commission requesting approval of a Special Use Permit for a home
occupation to operate a mobile tool franchise from their property. Mr.
Wahlberg reported that they have two employees. These employees do
not operate from 2570 Jackson, but do visit the site to exchange inventory
and for employee meetings. Mr. Wahlberg estimated those visits at three
to four times per month.
Wahlberg reported that the business inventory is stored in their truck, and
the truck is stored in the garage on the property.
Knudsen asked about deliveries to the property.
Wahlberg estimated the number of deliveries at three to four per week,
with delivery trucks stopping for five minutes per delivery.
The City Planner reported that the home occupation issue came up
because concern was raised to the City about the number of employee
visits to the site as well as the number of deliveries. Lake Street and neighbor to the east, reported that
there are daily deliveries from UPS. Saturday deliveries are made by a
trucking firm from St. Joseph, Minnesota. Buchholz commented that a
semi has delivered to the site. Buchholz stated that when the Wahlberg's
asked to raise their garage there was never any mention that they would be
operating a business from their home, and the indication was that the
Page 10
