Building Construction. The applicant is pursuing the lot combination in order to allow <br />for a proposed building expansion that involves constructing a connection between the two <br />existing structures on Lots 1 and 2. The approval of the lot combination should be <br />conditioned upon the applicant completing the proposed building expansion that would <br />connect the two structures to create one structure. Without construction of the proposed <br />expansion, the lot combination would result in two principal structures on a single lot. This <br />arrangement would require the applicant to obtain approval of a PUD amendment to allow <br />for multiple principal structures on a lot. Construction of the building expansion will be <br />subject to all applicable Zoning Ordinance provisions and issuance of building permits. <br />Lot 3. The applicant intends to leave Lot 3, which is to the south of Lots 1 and 2, as a <br />separate stand alone parcel. Access to Lot 3 is provided via a dedicated street right -of- <br />way that has not been improved with an actual street. <br />CONCLUSION <br />The applicant's request to combine Lots 1 and 2 of their property is generally consistent <br />with the provisions of the Zoning and Subdivision Ordinances. There are also benefits in <br />approving the request including improvement to the property and the elimination of a non- <br />conforming lot. Our office therefore recommends approval of the request subject to the <br />following conditions: <br />1. The lot combination is subject to construction of the proposed building expansion <br />that would connect the two existing principal structures on Lots 1 and 2 to create <br />one principal structure on the resulting single lot. <br />2. Construction of the proposed building expansion shall be subject to all applicable <br />Zoning Ordinance provisions and the issuance of building permits. <br />3. The applicant record the lot combination with the Ramsey County Recorders Office. <br />Comments of Other City Staff. <br />pc.
