Resolution declared adopted_
ST. PAUL The City Administrator reported that the St. Paul Water
WATER Department is considering turning aver_the wetland
DEPARTMENT area in the Rice Street /Spruce Street area to either
PROPERTY the County or the City. The Water Department has asked
if the City is interested in ownership of this
. property. The Administrator reported that he contacted
the Watershed to determine if they had an interest.
The Watershed indicated that typically the County is in
ownership of wetlands of this type. The Watershed does
have regulatory authority over the wetland, therefore,
feel they have adequate controls regardless of who owns
it. The Administrator stated that City staff would
favor County ownership of the wetland, pointing out
that the City can request any easements it wants at the
time a transfer occurs.
Morelan asked why this property would be publicly held.
The Administrator replied that the property should
remain publicly held because of its wetland status.
The Administrator reported that he felt the County
should take ownership of the. wetland since they had the
expertise to do so.
Morelan stated that he could not see why the City would
want to pursue ownership of the wetland.
Scalze suggested that the Park and Recreation
Commission comment on this issue. It was noted that
the Commission has expressed an interest in obtaining
an easement area around the wetland.
Morelan suggested that there may be some dry land the
Commission would have an interest in developing.
It was the consensus of the Council to place this
matter on the next agenda of the Park and Recreation
Commission meeting.
NO WAKE ZONE - The City Administrator reviewed correspondence from
GERVAIS LAKE the Sheriff's Department as well as Gordon Forbes, a
Page 15
