MINUTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />1996 <br />PROPOSED <br />BUDGET <br />WORKSHOP <br />the City Planner and Rica Street Study consultants. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95 -8 -199 - CALLING FOR A. WORKSHOP TO <br />/REVIEW THE 1996 PROPOSED BUDGET ON THURSDAY, SEPTEMBER <br />7, 1995 AT 8 P.M. AT CITY HALL <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />The City Administrator pointed out that the budget <br />workshop will be cable -cast as has been the Council's <br />past practice for budget meetings. <br />RICE STREET Mr. Morelan introduced the following resolution and <br />STUDY moved its adoption: <br />WORKSHOP <br />ST. PAUL <br />WATER <br />DEPARTMENT <br />PROPERTY <br />RESOLUTION NO. 95 -8 -200 - RESCHEDULING THE RICE STREET <br />STUDY WORKSHOP FROM THURSDAY, AUGUST 31ST, TO TUESDAY, <br />SEPTEMBER 5, 1995 AT 7 P.M. AT CITY HALL <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pedersen, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the workshop will <br />focus on implementation strategies. <br />Council reviewed the Park & Recreation Commission's <br />recommendation that the wetland area owned by the St. <br />Paul Water Department in the Rice /Spruce Street area <br />be retained under County ownership rather than City <br />ownership. <br />Morelan suggested if there is buildable land in this <br />wetland area, the City may want to look into acquiring <br />that land. <br />It was the consensus of the Council that City staff <br />should determine whether or not there is buildable land <br />as part of this wetland area. If not, the City's <br />position would be that the ownership of this area be <br />transferred to Ramsey County. If there is buildable <br />land, then that information should be brought back to <br />the Council and the matter considered further. <br />Page 16 <br />
