MINUTES CITY COUNCIL AUGUST 23, 1995 1996 PROPOSED BUDGET WORKSHOP the City Planner and Rica Street Study consultants. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION NO. 95 -8 -199 - CALLING FOR A. WORKSHOP TO /REVIEW THE 1996 PROPOSED BUDGET ON THURSDAY, SEPTEMBER 7, 1995 AT 8 P.M. AT CITY HALL The foregoing resolution was duly seconded by Scalze. Ayes (5) Morelan, Scalze, Fahey, Pedersen, LaValle. Nays (0). Resolution declared adopted. The City Administrator pointed out that the budget workshop will be cable -cast as has been the Council's past practice for budget meetings. RICE STREET Mr. Morelan introduced the following resolution and STUDY moved its adoption: WORKSHOP ST. PAUL WATER DEPARTMENT PROPERTY RESOLUTION NO. 95 -8 -200 - RESCHEDULING THE RICE STREET STUDY WORKSHOP FROM THURSDAY, AUGUST 31ST, TO TUESDAY, SEPTEMBER 5, 1995 AT 7 P.M. AT CITY HALL The foregoing resolution was duly seconded by Scalze. Ayes (5) Morelan, Scalze, Pedersen, LaValle, Fahey. Nays (0). Resolution declared adopted. The City Administrator reported that the workshop will focus on implementation strategies. Council reviewed the Park & Recreation Commission's recommendation that the wetland area owned by the St. Paul Water Department in the Rice /Spruce Street area be retained under County ownership rather than City ownership. Morelan suggested if there is buildable land in this wetland area, the City may want to look into acquiring that land. It was the consensus of the Council that City staff should determine whether or not there is buildable land as part of this wetland area. If not, the City's position would be that the ownership of this area be transferred to Ramsey County. If there is buildable land, then that information should be brought back to the Council and the matter considered further. Page 16
