Hanson <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: February 8, 2013 <br />RE: Workshop Topics <br />We have three items to discuss at our workshop. <br />The first is the action plan for our recently adopted goal entitled "Increase Community <br />Involvement — Diversity ". To aid in this discussion, I have attached a sample action plan <br />format from another goal. The Council is welcome to modify this approach as you deem <br />appropriate. <br />The second item is discussion on Municipal Consent with MnDot representatives. As <br />indicated in the agenda memo, we need some assistance from Ramsey County in <br />finalizing our approach. <br />The third item is our Rental Licensing program. When we embarked on this venture, <br />our goal was to have an impact on police calls for service at our larger rental properties. <br />With changes in state law, this program hasn't made a major difference in this area. <br />However, it has done a good job making sure complexes are safe for residents, especially <br />the single family conversion units. <br />The problem with our program is the inspections are expensive and of questionable value <br />for the larger complexes. I would think we could extend the length of time an inspection <br />is good for on renewal applications from four years (present program) to eight years. <br />That would save the complexes some substantial dollars in inspection fees as they would <br />not need inspections for another four years. The Council can discuss what time frame is <br />appropriate if they agree with this approach. <br />
