standards set forth in the most recent Minnesota Manual on Uniform Traffic <br />Control Devices (MnMUTCD) in accordance with City of Little Canada guidelines, <br />standard installation plates and pratices. <br />B. Sign Maintenance, Overall Responsibility: Little Canada sign maintenance <br />practices are established to meet all requirements and ensure appropriate signing <br />for the traveling public. <br />C. Sign Retro - Reflectivity: The City of Little Canada has maintained a card file <br />with all of the signs in the system since the 1980s. The City will use The Expected <br />Sign Life method of sign replacement. The Expected Sign Life method utilizes a <br />combination of expected sheeting warranty life estimations of <br />manufacturers /suppliers and "on the ground" experience in the field at the City. <br />The City began installing 3M High Intensity Prismatic (HIP) sheeting signs in 2002. <br />The City will replace a group of signs each year that has reached the end of its life <br />cycle. The signs have been divided into seven groups and a different group is <br />replaced each year when the group reaches the replacement age. Based on the <br />HIP sheeting, each sign group will be replaced every 10 years. If a sign is found <br />to have failed prior to its normal life it will be replaced as soon as possible once it <br />has been discovered. <br />D. Sign Maintenance Responsibility: Maintain signs and street identification <br />signs on all City of Little Canada roadways with the exception of: <br />a. Signage on approaches to county roads are not installed or maintained by <br />the City. Stop signs intersecting with Ramsey County roads are maintained <br />by Ramsey County. <br />b. Stop signs at MnDOT controlled intersections and highway ramps from state <br />highways. <br />c. Specific signs installed by others (MnDOT, Met Council, other transit <br />agencies, and private signs approved by the City of Little Canada) <br />d. Signs along county roads, within MnDOT right -of -way, unless a specific <br />agreement with MnDOT /Ramsey County stipulates the City has maintenance <br />responsibility for the sign(s). <br />e. Bike path and other pedestrian — control signs not pertaining to vehicle traffic <br />installed by government entities other than the City. <br />f. Signs on approaches to City streets installed by private business and /or <br />property owners. <br />E. Response to Sign Maintenance Needs: Public Works maintenance staff <br />will respond after receiving notice of a repair need to determine appropriate action <br />with the following priorities: <br />a. Stop sign — as soon as practical; no later than one business day, a temporary <br />stop sign will be placed if necessary. <br />b. Other regulatory signs — no later than three business days or as soon as <br />practical if it need to be ordered. <br />c. Warning signs — within one scheduled workday or as soon as practical if it <br />needs to be ordered. <br />d. Informational /guidance signs — as soon as scheduling /delivery permits. <br />2 <br />4 <br />
