MEMO <br />TO: Arcade/Ditch 7A Residents <br />FROM: Paul Heuer, Bonestroo Engineering <br />Joel Hanson, City Administrator <br />DATE: April 15, 1997 <br />RE: Arcade/Ditch 7A Improvements <br />BRA File No. 37231 <br />515 Little Canada Road, Little Canada, MN 55117 -1600 <br />Bonestroo <br />Rosene <br />Anderiik & <br />Associates <br />Engineers & Architects <br />We are writing to inform you of the status of the Arcade/Ditch 7A Improvement Project and to <br />ask for your opinion on a specific issue related to the project. <br />GENERAL INFORMATION <br />On March 4, 1997, bids were opened for the project. The low bidder was Ryan Contracting, Inc. <br />from Shakopee, Minnesota, who gave a low base bid of approximately $884,000. Although the <br />schedule has not yet been formulated in detail, we expect the contractor to begin work sometime <br />in May. A future memo will be mailed outlining the construction schedule, phone numbers to <br />call if questions arise, vehicle access issues during construction, mail delivery, and other <br />important information related to the construction process and its impact on your neighborhood. <br />THE QUESTION <br />The primary purpose of this memo is to solicit your opinion on whether you would like the <br />disturbed area between the new curb and your property line to be restored with sodding or <br />seeding. We took bids on both options and discovered that the project can experience savings of <br />approximately $20,000 by restoring with seed instead of sod. We have proposed to pass on the <br />the savings to you by reducing the assessment rate (currently estimated at $45 per lineal foot) by <br />$4 per lineal foot. For a 100 -foot lot, this means savings of $400 in the amount proposed to be <br />assessed. <br />SOD <br />Sod has typically been used to restore yards and boulevards made necessary by a street <br />reconstruction project in built up residential areas. The contractor is typically required to water <br />the new sod for approximately 30 days to help it become established. After that time, ongoing <br />maintenance becomes the responsibility of the abutting property owner. Here are the advantages <br />and disadvantages of the sodding option as we see them: <br />Advantages <br />+ Disturbed area becomes instantly green. <br />+ Property appearance is immediately improved. <br />+ Sod provides protection against erosion during heavy rainfall events. <br />Page 25 <br />
