MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 1997 <br />PROPERTY <br />DIVISION — <br />353 ROSE <br />LANE <br />reported that he is recommending that the property be platted in order to <br />eliminate the complex metes and bounds descriptions that would <br />otherwise exist. The Planner noted that the streets and alleyways through <br />the site have already been vacated. <br />Keis asked why a portion of the site is being donated to the County rather <br />than to the City. The Planner was not sure, but pointed out that the site is <br />the Water Department's to do with as they wish. Again, it was noted that <br />the property to the north is already owned by the County. <br />Mr. Schletty recommended approval of the Preliminary and Final plat of <br />the St. Paul Water Department property was submitted subject to <br />compliance with the recommendations of the City Planner as outlined in <br />his report dated October 6, 1997. <br />Motion seconded by Barraclough. <br />Motion carried 6 — 0. <br />The City Planner explained that a property division has previously been <br />approved for 353 Rose Lane. However, the division was not recorded, <br />and the approval lapsed. Mr. David Whitman has now applied for <br />reapproval of that property division. The division takes an "L- shaped lot" <br />and divides off a portion so that the result is two rectangular- shaped lots <br />abutting Rose Lane. <br />Mr. Richard Moy, property owner in the area, asked if the property <br />division is being sought in order to construct another home in the area. <br />The Planner replied that this would not be the case. The result of the <br />property division will be two rectangular- shaped lots abutting Rose Lane. <br />An additional buildable lot is not being created as a result of this property <br />division. <br />Moy asked if the property owner would be required to clean up the <br />property. <br />Keis pointed out that this is a code enforcement issue that Mr. Moy should <br />report to the City. <br />Mr. Montour recommended approval of the property division for 353 Rose <br />Lane as requested by Mr. David Whitman. <br />Motion seconded by Schletty. <br />Page 9 <br />
