MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 1997 <br />TEXT <br />AMENDMENT <br />FOR <br />COMMERCIAL <br />ANTENNAE <br />Motion carried 6 — 0. <br />The City Planner reported that U.S. West has requested that the proposed <br />text amendment allowing commercial antennae on existing public <br />utility structures and associated utility buildings in all zoning districts <br />be tabled until the November meeting. <br />Mr. Keis moved tabling action on the U.S.West application for text <br />amendment relative to commercial antennae and associated utility <br />buildings until the November Planning Commission meeting as requested <br />by U.S. West. <br />Motion seconded by Schletty. <br />Motion carried 6 — 0. <br />Schletty asked about the City's existing ordinance regulating towers. <br />The City Planner reported that the City's Tower Ordinance provides for an <br />administrative permit for antennae placed on the three existing towers in <br />the City as well as the City's water tower. Construction of new towers <br />required a Conditional Use Permit. The Ordinance also allows towers in <br />the City's commercial and industrial zoning districts, but not the City's <br />residential districts. Another provision requires towers that are <br />constructed to have the capacity to hold more than one user. <br />Keis asked if the law requires the City to allow a certain number of <br />towers. <br />The Planner reported that the FCC says that the City cannot prohibit <br />towers, but can manage them. The City's tower ordinance is the <br />mechanism for managing towers and antennae. U.S. West is asking for an <br />amendment to that ordinance allowing antennae to be placed on public <br />utility towers in any zoning district. The Planner reported that the <br />antennae themselves are not intrusive. However, antennae require a small <br />utility buildings. The ones proposed by U.S. West would be <br />approximately 9 feet by 12 feet. <br />DeLonais pointed out that Little Canada's unique location with Highway <br />36, 694 and 35E lends itself as a prime location for towers. <br />The Planner agreed that there is a lot of wireless traffic in this area.
