SAINT PAUL - RAMSEY COUNTY DEPARTMENT OF PUBLIC HEALTH <br />ENVIRONMENTAL HEALTH SECTION <br />1998 MUNICIPAL GRANT GUIDELINES: SCORE FUNDING GRANTS <br />SCORE FUNDING GRANTS are provided to municipalities in Ramsey County. <br />Grants are provided to a municipality pursuant to an Agreement between <br />the County and city following application for a grant by the city. The <br />grant funds will be capped for each city, and will be calculated on a <br />per capita basis. <br />A. Eligible Expenses: <br />A municipality may use SCORE funding grant funds for the following <br />types of expenses: <br />1. Administration: Salary and benefits of full -time or part -time <br />dedicated employees who are primarily responsible for planning, <br />coordinating, implementing or promoting the municipal recycling <br />program. <br />2. Promotion: Promotional activities to encourage residential <br />source reduction and recycling and recycling in municipal <br />facilities. Cash prize drawings as incentives are eligible if <br />included in the grant application. Promotional activities may <br />include production and distribution of fliers and brochures, lawn <br />signs, posters, articles in newsletters, and advertising in the <br />media. <br />3. Equipment: All equipment must remain the property of the City. <br />Examples of eligible expenses include: purchase or lease of <br />equipment used only for collection and transportation of recyclable <br />materials, or collection and storage of recyclable materials at <br />municipal drop -off centers; purchase or lease of equipment <br />dedicated to managing recycling data, such as bar coding equipment; <br />purchase of containers for collection of recyclables; and, purchase <br />or lease of tree and shrub waste recycling equipment. <br />4. Collection of Recyclable Materials: The cost of collection of <br />recyclable materials from single- family dwellings, multi - family <br />units and municipal facilities, for programs that will maintain and <br />increase the level of residential or municipal facility recycling <br />beyond the level of recycling achieved in 1997. The recycling <br />portion of clean -up events is an eligible expense. <br />B. The City must complete a grant application, on a form provided by <br />the County, which includes the following information: <br />1. A description of the City's curbside recycling program and <br />long -term source of funding; <br />2. A description of programs or provisions for assuring residential <br />recycling service is available to residents of multi - family units <br />and manufactured home parks; <br />Page 74 <br />
