DEC -17 -1997 14:01 NRC WORK PROGRAM 612 595 9837 P.02/05 Task 1 Finalization of Population and Employment Forecasts in Association with the Metropolitan Council. The City of Little Canada and Metropolitan Council Staff are currently involved in discussions related to population and employment projections of the community. Agreement between the City and the Metropolitan Council on this issue is of critical importance to both parties. The projections impact Little Canada's land use and public facility planning, as well as having regional impacts for development within the Metropolitan Area. Task 2 Land Use Plan Issues Surface Water Management Plan. The City of Little Canada has adopted the Surface Water Management Plan prepared by the Ramsey - Washington Metro Watershed District to serve as the local plan. Finalization of the Comprehensive Plan will need to include a review of the Surface Water Plan for continued applicability and to ensure appropriate reference to the Watershed District Plan within the document. Historic Preservation, The issue of historic preservation is not specifically addressed within the Comprehensive Plan. Historic preservation will need to be evaluated and included within the Comprehensive Plan prior to final submission to the Metropolitan Council for approval. • Solar Access Protection. The provision for solar access protection will need to be evaluated and included within the Land Use Section of the Comprehensive Plan. Task 3 Public Facilities Plan • Transportation Plan. As a fully developed community, no major transportation system expansions are anticipated in the City. As such, this task will require only that the City Engineer review Metro - wide and County road system projections relative to impacts in Little Canada. • Aviation Plan The guidelines of the Aviation Development Guide will be incorporated within the Regional Systems Section of the Comprehensive Plan as required by the Regional Blueprint.
