November 18, 1997
Milan J. Moravetz
476 Allen Ave.
Little Canada, MN. 55117
Joel Hanson
City Administrator
515 Little Canada Rd.
Little Canada, MN. 55117
Dear Council Members,
Attached you will find a Stop Sign Petition which has overwhelming support, in the form of 49
signatures, from our neighborhood. Please notice that home owners at each and every house
located on Alien Ave. and/or abutting Allen Ave. from Edgerton to Desoto streets have signed
this petition. That is 100% participation. Also residents north and south of Allen on
Vanderbie, north and south of Allen on Desoto, and on east of Desoto on Costa Lane have
expressed their support and concerns by signing this petition. Most of them have school -age
children who often travel by foot on Allen Ave. to catch the school bus and visit their friends.
Another concern which we feel has been brushed over is the mis- alignment of the new east-
bound Allen Ave. road at the intersection of Desoto St. This was mentioned, but not fully
outlined, in the L.C. Public Works Directors report on October 3rd, 1997. The issue is when a
vehicle is traveling east -bound on the new Allen Ave road from Centerville Road and approaches
the intersection of Desoto Street, the driver must maneuver their vehicle around a center island.
In doing this you must first steer right to avoid it, then quickly to the left, in the intersection, to
re- establish alignment onto the existing Allen Ave. street, thus avoiding driving up the curb on
Desoto St., and onto the front yard of 466 Allen Ave. If this were to occur, a collision with a fire
hydrant would be imminent! In the winter time, with its icy conditions, this could be an every
day occurrence if traffic was not required to stop before crossing this intersection. This is also a
much traveled route for pedestrians, most of which are children.
We feel that considering the support of the entire neighborhood for a controlled intersection, and
the street misalignment issue, the City Council should take a proactive approach (this is really a
"no brainer ") and implement an "accident waiting to happen" countermeasure.
Other attachments: Previous letter of concern from Allen Ave. resident dated June 10th, 1997
Report from Ramsey County Sheriff Traffic Deputy dated September, 22nd, 1997
Report from L.C. Public Works Director dated October 3rd, 1997
Thank you,
ifk.,/,‘“Ae4tezeir
Page 124
