MINU I'ES <br />CITY COUNCIL <br />OCTOBER 8, 1997 <br />PROVIDERS <br />STOP SIGNS <br />AT ALLAN AVE. <br />AND <br />DESOTO STR. <br />RESOLUTION N0. 97-10-244 — AUTHORIZING DELIVERY OF THE <br />CITY ADMINISTRATOR'S LETTER TO THE COUNTY WHICH <br />STATES THE CITY'S POSITION ON THE COUNTY'S POLICY <br />RELATIVE TO THE LEASE OF COUNTY-OWNED FACILITIES TO <br />WIRELESS TELECOMMUNICATIONS PROVIDERS FOR TOWERS <br />AND ANTENNAS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pedersen, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />The Council reviewed the reports from the Public Works Director, <br />City Engineer, and Ramsey County Sheriff's Department regarding <br />stop signs at the intersection of Allan Avenue and DeSoto Street. <br />The City Engineer reported that it was his opinion that once Allan Avenue <br />is a through street to Centerville Road, traffic on Allan Avenue should not <br />be stopped at DeSoto Street, but allowed to flow straight through to <br />Centerville Road. The Engineer felt there would be little Allan Avenue <br />traffic turning onto DeSoto Street, and felt from a traffic control <br />standpoint, it would be better to let this traffic flow smoothly through to <br />Centerville Road without the stop sign. <br />Scalze disagreed, pointing out that the residents of the area have requested <br />a three -way stop at this intersection. <br />Fahey felt that the Council should consider the recommendation of the <br />City Engineer, and agreed that it was better not to unduly restrict traffic <br />flow. Morelan agreed, stating that he preferred to take the minimal <br />approach. Morelan felt the stop sign on DeSoto Street at Allan Avenue <br />should remain. If there appears to be a problem with the intersection in <br />the future, the matter can be revisited. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 97 -10 -245 — INSTRUCTING THE PUBLIC <br />WORKS DIRECTOR TO REMOVE THE STOP SIGN ON ALLAN <br />AVENUE AT DESOTO STREET AS RECOMMENDED BY THE <br />CITY ENGINEER AT THE TIME THAT ALLAN AVENUE IS <br />9 <br />Page 135 <br />
