MINE TES <br />PLANNING COMMISSION <br />NOVEMBER 13, 1997 <br />Keis pointed out that some of the land on which NSP has towers is not <br />owned by NSP. Some of this land is used by NSP through easements. <br />DeLonais stated that he would hate to see this allowed in residential areas <br />because of the impact of the equipment buildings. DeLonais asked if it <br />was possible to place the antennae that U.S. West needs without going into <br />residential areas <br />Conlin replied that a grid system is being developed for the U.S. West <br />system. Conlin pointed out that the NSP towers are already in place, and <br />U.S. West would like to utilize these existing towers. <br />Carson asked if the ordinance amendment would restrict the antennae <br />placement to lattice towers. <br />The City Planner replied that his recommendation did not restrict the use <br />to lattice towers. However, he is recommending that the equipment <br />building on the ground be located within the perimeter of the legs of the <br />support structure. The Planner also pointed out that he is recommending a <br />Conditional Use Permit process, which would bring each individual <br />request back to the Planning Commission and City Council for review and <br />approval. This will ensure that the proposal being made is done within the <br />character of the existing neighborhood. <br />Carson suggested that under this proposal NSP could put up a pole and <br />rent it out to antennae users. <br />Conlin reported that NSP has indicated they will only allow these <br />antennae on lattice structures. <br />The City Planner pointed out that the City already has a tower ordinance <br />that governs the construction of towers. The proposal before the <br />Commission is to amend the ordinance to allow antennae to be placed on <br />high- tension transmission towers. <br />Carson indicated that limiting antennae placement on lattice towers would <br />eliminate his concern. Carson was concerned that antennae would be <br />placed on the power poles along Edgerton Street, and that NSP would set <br />up a triangle structure at the base of the power pole to comply with the <br />ordinance requirement that an equipment building be placed within the <br />footprint of the tower. <br />Keis felt that a Conditional Use Permit process would address this <br />concern.
